  13. I would disagree with Dr. Rubin's statement about credentials and thier
  14. relavance to competancy. As a general guide, they do serve a purpose.
  15. The point abou accredition is ensure a minimum level of competancy in
  16. the chosen field. Of course there will be individuals who do not have
  17. that level of competance despite having said degree.

  19. Still, I would hesitate to discard the system on the basis that only
  20. competance is the final arbiter for how then is competance to be
  21. assessed?
