- This is very unfortunate news for all of us. A lot of good research has
- come out of Canada lately. Many of us here in the States have noticed a
- drop in domestic output corresponding to cutbacks in financing during
- the Reagan/Bush years. An increasing percentage of the best studies in
- the journals I read has been coming out of Canada, Europe, Japan, and
- elsewhere. The fact that good research is coming from more countries is
- of course good. The fact that less is coming from here is bad.

- In other bad news, Sunday's NY Times has an article entitled "Germany
- Approves Health Care Reform to Cut Medical Costs". Some excerpts:

- The German Parliament has approved a package of health care changes
- intended to curb the surging costs of medical and dental care by
- making patients pay more and forcing doctors, dentists, hospitals
- and drug companies to cut prices...

- The plan is intended to save the Government $6.8 billion annually...

- German dentists have responded by threatening to refuse to accept
- patients from the state-backed health insurance system...Pharmacists
- contend that nearly 30 percent of the medicines they sell will no
- longer be available to public health patients because of new
- restrictions on what can be prescribed...

- The Government says health care providers' fears are exaggerated and
- that the quality of care will not be adversely affected.

- Perhaps these two stories have more of a connection than meets the eye.
- I have heard it suggested, although I can't remember where, that funding
- research is doubly expensive. First there is the cost of funding the
- research, then there is the cost of funding the new technology to apply
- the knowledge gained. Maybe we are being told that there is already
- quite enough medical knowledge, thank you.
