  20. It doesn't matter. There will always be a high end of wealth. Besides,
  21. my proposal really has nothing to do with wealth, but rather paying
  22. for auto use. If everyone decided not to own cars anymore, there would
  23. be no more use for it. Its primary purpose is not to redistribute wealth,
  24. but as stated, to protect the environment.
