- I am referring to the corrupt, who usually run the government even if
- they are a minority, and who do siphon off most of the aid. Collectivist
- policies may be *designed* to help the majority, but rarely, if ever,
- are *implemented* to do so. Re-reading "Animal Farm" every few years
- should be required of political theorists on the left.
