  16. This is true of anything that government does, so unless one is an
  17. anarchist, it must be dealt with.  I would suggest three things if
  18. such a plan gets implemented.  First, a well-defined process with
  19. input from the NSF and other similar organizations.  Second, up or
  20. down congressional approval, similar to the fast-track trade process,
  21. to limit congressional meddling, and third, dont' let any money
  22. collected go into the general fund.  Spend it ameliorating the
  23. costs that have been identified.  There are many cases where more
  24. accurate pricing can be obtained with market input, which should
  25. be used where possible.
