- This is true of anything that government does, so unless one is an
- anarchist, it must be dealt with. I would suggest three things if
- such a plan gets implemented. First, a well-defined process with
- input from the NSF and other similar organizations. Second, up or
- down congressional approval, similar to the fast-track trade process,
- to limit congressional meddling, and third, dont' let any money
- collected go into the general fund. Spend it ameliorating the
- costs that have been identified. There are many cases where more
- accurate pricing can be obtained with market input, which should
- be used where possible.
