  19. taxing motor vehicles according to the amount of "damage" they do.

  21. Of course a few other people have already proposed the simple raising
  22. of the federal gasoline tax.  Surely something much more complicated
  23. is called for here.

  26. motor vehicle is driven each month and how much damage that vehicle
  27. is causing?  Maybe Mike Vandeman deserves a cabinet-level position!
