  19. The mindset has nothing to do with it.  Most of the third world will
  20. remain third world.  The theory that much of Africa and parts of 
  21. Asia will suddenly throw down their spear and clubs and put on suites
  22. and want to buy BMWs to drive to their highrise condos is just flat
  23. wistful thinking.  Solar, wind and other low technology, soft
  24. energy will do just fine there because their energy requirements
  25. will remain light.
