- On the subject of offical policies, it has been my experience from reading
- BSA national Charter, Policy and policy letters that they are careful to
- use the words Shall meaning a requirement without exception, and the word
- may, should, recommended, etc meaning it's your call.

- We have very few "real" requirements in this program. Most concern safety
- and liability. Things are very open ended; and intentionally so. That way
- each sponsor can mold the program to its own particular needs.
