  14. On the subject of offical policies, it has been my experience from reading
  15. BSA national Charter, Policy and policy letters that they are careful to
  16. use the words Shall meaning a requirement without exception, and the word
  17. may, should, recommended, etc meaning it's your call.

  19. We have very few "real" requirements in this program.  Most concern safety
  20. and liability. Things are very open ended; and intentionally so.  That way
  21. each sponsor can mold the program to its own particular needs.

  24. will fall in place.
