  12.     In response to Stans question of "Official" policy, I can speak of the
  13. Policy for the Rio Hondo District, Los Angeles Area Council. This information
  14. is provided at the Roundtables and at Scoutmaster training.

  16.     1. Board of Review not advancing a boy..
  17.         Sorry, no experience with this one except that the
  18.         Eagle Board has on rare occasion refused to act on
  19.         an application, thereby effectivly not advancing
  20.         the boy.

  22.     2. Board of Review Membership
  23.         Scoutmasters, Assistant Scoutmasters and a boys
  24.         parent(or guardian may not sit on a Board.
  25.  
  26.     3. Merit Badge Counselors
  27.         All applications for Merit Badge Counselors, no
  28.         matter if they are in troop or general, are reviewed
  29.         and approved by the District Advancement Chair.
  30.         A Scoutmaster may, as scoutmaster, sign for Camping,
  31.         Cooking and Hiking, but no other badges unless
  32.         he/she is registered as a counselor.
