  16. In Seattle, the rider puts the bike there.  The rack is on the front of
  17. the bus so the driver is supposed to watch to make sure nothing is
  18. incredibly wrong.

  20. Metro is not responsible for the bike if it falls off.  I don't know
  21. who is responsible if the bike falls off and it causes an accident, but
  22. obviously they decided they could live with the potential problem.
