  30.         Guidelines for the creation of an "alt" group.

  32. There are no rules or guidelines for creation of "alt" groups, However
  33. there does appear to be an established procedure which follows.  First a
  34. quick bit of common-sense on choosing the name:

  36. When choosing a name for a group please note the only commandment: Thou
  37. shalt not choose a group name which may cause network harm or harm to a
  38. local machine.

  58.         Now the Guidelines:
  59.         -------------------

  61.        1) Propose a new alt group in alt.config.  The proposal
  62.           should include a charter or purpose for the new group, and
  63.           some demonstration of the need for the group.  It is best to
  64.           make it clear in your subject line that you are proposing a
  65.           new group. Be prepared to explain why an existing group cannot
  66.           be used for this purpose, and why the group should be in "alt"
  67.           rather than in one of the mainstream hierarchies (like
  68.           "rec", "sci", etc.).  Avoiding the complexity of the
  69.           mainstream group creation procedure is not a very good
  70.           reason, groups should not be created in "alt" just because
  71.           it's easier.  Many sites do not get any alt groups, so if
  72.           you are proposing a serious group, it is worth the effort to
  73.           try to get it into a mainstream hierarchy.

  75.        2) See what the alt.net.opinion of the new group is.  Wait a
  76.           few days for replies to trickle in from the far corners of
  77.           the net.  If the consensus (however you determine that) is
  78.           that the group should be created, then proceed to step 3.

  80.           (these first two steps are often ignored, which usually
  81.           leads to unpleasantness in step 4 below)

  83.        3) Post a "newgroup" control message.  If you don't know
  84.           how to do this, check with your news administrator.  If you
  85.           ARE your news administrator, and you can't figure it out
  86.           from the documentation you have (or don't have any
  87.           documentation) send me mail and I will help you.  NOTE that
  88.           many sites do NOT automatically honor "newgroup" and
  89.           "rmgroup" control messages, the news software at these sites
  90.           will send mail to the news administrator, who will evaluate
  91.           your request and decide whether or not to create the group.
  92.           It may take a couple of days for the control message to
  93.           propagate and be acted upon, so don't expect instant
  94.           availability of the new group, particularly if you post the
  95.           control message on a Friday night.

  97.           NB:    It is good manners to put a description of the new
  98.               newsgroup into the newgroup message, along with a
  99.               one-line description suitable for inclusion into the
  100.               newsgroups file.

  102.        4) Let the individual site news administrators decide
  103.           whether to honor your "newgroup" message.  Most admins
  104.           prefer that the message come from a verifiable account,
  105.           messages which are obviously forged, or have not been
  106.           discussed in alt.config and contain no explanation will
  107.           probably not be honored by many sites.  Persons opposed to
  108.           the group, or admins who feel that the newgroup message was
  109.           a forgery may send out "rmgroup" messages to try to sabotage
  110.           the group.  It may take several iterations of this process
  111.           to firmly establish the new group.  It has been humorously
  112.           suggested that only alt groups which get 100 more "newgroup"
  113.           than "rmgroup" messages should be established.  However,
  114.           these "rmgroup wars" are annoying to news administrators,
  115.           and reduce the overall acceptance (and distribution) of the
  116.           "alt" hierarchy.  This is the reason that steps 1 and 2
  117.           above are important.

  120. This may sound like a lot of rigamarole, and it is.  The purpose is to
  121. discourage creation of alt groups that might be better off as mainstream
  122. groups, or that might be better off left uncreated.
  123.  
  124. Don't take this all too seriously, though.  The "alt" net is the last
  125. remaining refuge away from the control freaks, namespace purists and
  126. net.cops (like myself) that maintain and enforce the mainstream
  127. newsgroup guidelines.

  129. There is still some room for spontaneity out here on the "alt" frontier. 
  130. Successful groups have been created without following these suggestions. 
  131. Almost any non-forged, serious newgroup message will at least be
  132. considered by most news admins.  Some groups have been created just on a
  133. whim.  The concept behind the group better be good (or a least
  134. entertaining), though!
