  39. Here is another example of a stupid post to a newsgroup intended to assist
  40. new users learning how to use the Internet. However, it does serve a useful
  41. purpose, in showing new users what NOT to do. And demonstrating the the
  42. mentally "challenged" probably should avoid public access networks. The
  43. other obvious point is that the US Constitutional "freedom of speech"
  44. provisions do not apply here or to any other public access networks. Freedom
  45. of speech here basically comes down to what the system administrators
  46. around here are willing to put up with. How long will Maverick's system
  47. administrators put up with him? That depends on how many people complain
  48. about him, if he generally puts garbage up on newsgroups where people are
  49. paying by the kilobyte to access, the resulting complaints to 
  50. system@brahms.udel.edu or root or postmaster may result in Maverick's
  51. having to whine to himself. 
  52. Usenet is essentially an anarchy. The fact that it works as well as it
  53. does traces to the fact that quite a few of us voluntarily behave in a
  54. responsible manner on the nets and occasionally, enforce responsible
  55. conduct on the more childish among the userbase.
