  22. Why would you like to see these only be suggestions
  23. instead of requirements? It seems to me that a number of
  24. good ideas regarding the process aren't a matter of
  25. practice, despite the fact that they have been suggested
  26. and/or used in the past.

  28. If I'm not mistaken, Chip Salzenberg was lamenting a few
  29. weeks back that some components he finds useful in CFV's 
  30. were "state of the art" a few years ago, but people seldom
  31. use them anymore. Perhaps if there were more
  32. formalization of these ideas they would be used more
  33. frequently?
