- You are mistaken. Only "How To Create ..." contains a procedure which
- must (for practical purposes) be followed. The other articles merely
- record societal conventions, which vary from newsgroup to newsgroup.
- The term "the guidelines" refers _only_ to the former.

- I would say "procedure" rather than "rules". But in any case, the
- distinction between procedure ("do A, then B, then C...") and
- proprieties ("A is polite, B is impolite") is important; and you
- seem to have entirely missed that important distinction.
