- It doesn't exist. If it did exist, also, someone might want to run a
- local "anonymous" server.
- The deal with starting an Internet newsgroup is that you post a
- request for discussion all over, wait till the flame wars die down,
- then do a CFV (call for votes) and get someone to count them. There
- are some details to be followed....the full procedure gets posted in
- news.announce.newusers and news.answers under the heading "How to
- Create a New Newsgroup."
- The kicker is, for international groups the yes's have to exceed the
- no's by 100 votes. Are the rules different for local groups?
- I can't recall ever seeing a "how to create a 'ne' newsgroup"
