- Tax-supported programs don't each have to be a 100% fit, only the sum
- total has to be reasonably fair (e.g. should non-handicapped people
- resent handicapped services? elderly, children, etc.)

- I strongly believe that anything which encourages people to use the
- public transit system will ultimately benefit me and everyone I know,
- and I only use the T occasionally, personally.
