That's a rather odd way of putting it.  The James Bay/Churchill falls
projects are submerging thousands of square miles of Cree homeland.
The Quebec government is doing it all by itself.  Even NY's recent
balk at buying more electricity because of heavy native lobbying over
the land issue isn't likely to stop Quebec from commencing more hydro
projects in the area.

No pollution from nukes?  You ever hear of a place called "Chernobyl"?
