- That's a rather odd way of putting it. The James Bay/Churchill falls
- projects are submerging thousands of square miles of Cree homeland.
- The Quebec government is doing it all by itself. Even NY's recent
- balk at buying more electricity because of heavy native lobbying over
- the land issue isn't likely to stop Quebec from commencing more hydro
- projects in the area.
