- History if i remember it correctly was that the blind in america in
- past years were so rich they didn't have a pot to piss in or a
- window to throw it out of. When people are in that income bracket
- or were in past years food isn't the easiest item to acquire. This
- was simply an attempt to make sure some protein needs could be met
- at affordable prices. The same logic holds if you live in alaska
- since you're allowed to spend food stamps on fishing line. That
- can help put food on the table in that location. as for what's
- going on today, i have heard many stories some of them good but not
- all are that way.

- I think a serious reassessment of where the blind are in america
- economically should probably be done on a state by state basis to
- determine if this provision is even warranted anymore. I'm sure in
- some states it will not be found to be warranted any longer but
- texas won't be one of them and mississippi is not likely to be one
- of them either. Remember horses for courses.
