- Kevin, here in Missouri, the governing body certainly can decide
- whether
- or not the Fire Chief can issue "Blue Light" permits. Now, that's no
- great revelation. I would imagine MOST States have the same sort of
- provisions. SOMEONE has to be responsible for issuing (or granting)
- the
- right to use warning equipment on POVs.
- I certainly don't know about anywhere else, but governmental bodies
- here
- can be MORE restrictive about most anything than State law. The only
- thing governmental entities CAN'T do (as far as law is concerned) is
- pass laws/rules/regulations that are LESS restrictive than State law.
- With this in mind, I know that, at least in this State, the governing
- bodies most assuredly can establish rules/regs governing the use of
- emergency equipment. I would imagine that holds true in most other
- places.

- On another note, my apologies for not getting back to you on the issue
- regarding local entities charging "non-residents" for services. Just
- after I sent you my note stating "I THINK" it is perfectly legal, my
- local FireNet carrier went down for about a week, so I missed a LOT of
