- on private telephone conversations without the persons involved knowing about
- the person listening, unless a court order is issued for a legal wire-tap.
- A person can scan any "open, public access frequency"."

- Some pager frequencies are "open" but not all of them are.... Such as most of
- your federal police agencies. Most agencies that do not want pesons to listen
- in on their conversations have gone to the expense of putting descramblers on
- their systems.
