  12. Wait a minute.. this is confusing. How is the state supposed to know
  13. that this cycle remained in-state for this period it was not registered
  14. and no tax was paid on it? It could have been taken overseas or something
  15. and just brought back by a military owner. There are an infinite number
  16. of scenarios that would explain why a cycle was registered once in this 
  17. state some years back, was not registered since, and now needs to be
  18. re-registered... It could have been re-built from a wreck with the only
  19. original part being the one with the vehicle ID on it (what is that on
  20. a cycle -- the frame?).
