- Wait a minute.. this is confusing. How is the state supposed to know
- that this cycle remained in-state for this period it was not registered
- and no tax was paid on it? It could have been taken overseas or something
- and just brought back by a military owner. There are an infinite number
- of scenarios that would explain why a cycle was registered once in this
- state some years back, was not registered since, and now needs to be
- re-registered... It could have been re-built from a wreck with the only
- original part being the one with the vehicle ID on it (what is that on
- a cycle -- the frame?).
