- Minimum dining charges in restaurants have been around for a long time.
- It prevents someone from walking in during the busy hour, ordering
- french fries, and occupying a table for two hours. This is -not- a
- cover charge: you don't pay up front for "admission."

- There is no excuse for a restaurant cover charge unless something is
- being provided in addition to the food, e.g. a jazz concert.
