- Tactical video and tv groups form the former East Bloc are operating within
- a curious void in the early nineties. Officially, censorship has been
- abolished and a market economy introduced, but the State has great influence
- on and power over the media. Privatization is stopped by both the old and
- the new leaders. Media legislation has not yet been established. The
- independent groups, that were founded during the revolution of 1989 and that
- played an important role then, are now troublemakers that need to be
- silenced. But that is out of the question, censorship is a highly sensitive
- subject. On the other hand, daily life has become more difficult for
- intellectuals, writers, film makers and artists because of the loss of all
- kinds of social welfare, and one has to face up to bureaucracy, a lack of
- money, political obstruction and a poor
- technical infrastructure. The tactical TV groups that will be present
- during the N5M, more than anything want to be independent and see themselves
- as being part of the democratic opposition.
- Geert Lovink and Coen Stork will introduce the work of several groups,
- through short talks with the various producers.

- technicians are working together to develop projects that deal with the

- presented "Piazza Virtuale", an interactive, computer-controlled television
- project that was broadcast via 2 satellites and in that way gave viewers all
- over Europe the chance to participate in the programme by means of their
- press-button telephones.

- show the tape (for the first time in The Netherlands) and discuss current
- projects.

- The Next 5 Minutes Live TV channel from the Paradiso

- Throughout the manifestation The Next 5 Minutes will be transmitting live
- on Amsterdams cable network. The program will be realised by Menno
- Grootveld, Lennart van Oldenborgh, Raul Marroquin, Rob Linders and David
- Garcia.

- The transmission starts on Friday night (8 January) at 8 p.m., in
- collaboration with TVA, the opening "toast" will be covered along with
- interviews with some of our most important guests, together with excerpts
- from their most recent work. At two a.m. the transmission will be handed
- over to P.A.R.K TV, a local arts channel, which as part of N5M will be
- broadcasting on six consecutive nights from 2 to 3 a.m.

- On Saturday (9 January) a twelve hour live marathon transmission will begin
- at 12 a.m. produced by Rabotnik/Staats TV. The show will culminate at 12
- p.m. in a theatrical "Midnight Lunch" designed and directed by Dick Verdult.
- At 1 a.m. the transmission will be "hijacked" by pirate station Hoeksteen
- TV and continue as "illegal" broadcast. The Hoeksteen will broadcast live
- from Studio 5 in Amsterdam from 2 till 11 a.m.

- To avoid the rigid structures of most live tv Dirk Paesman's ZAPP TV will
- provide a stream of satellite images randomly accessed and mixed by Paesman
- who acts as a kind of satellite DJ. Interviews with guests, excerpts from
- tapes, hourly conference news bulletins and tv debates will burst through
- Paesman's stream of satellite data as series of interruption. This structure
- maximizes the flexibility of the transmission allowing for the spontaneity
- of true tactical television.

- On Sunday (10 January) N5M will transmit in cooperation with C
- (Kunstkanaal). At 11 a.m. the transmission will commence with a debate which
- focuses on the role of the visual arts within tactical television.
- Afterwards a two hour selection of tapes of tapes produced by visual artists
- who work with tactical will be shown and repeated throughout the day until
- 1a.m.
