- THE HONORABLE HENRY B.GONZALEZ

- At its executive board meeting on September 27 in Boulder,
- Colorado, the Association of National Security Alumni voted to
- establish an annual award to honor that individual who, in the
- past year, has done most to protect and preserve the security of
- our country and its citizens. The award, named the Defender of
- True National Security Award, will be given this year to
- Congressman Henry B. Gonzalez of Texas.

- In its letter to Gonzalez informing him of the award the
- Assocation stated: "Mr. Gonzalez, the Association has been
- reporting on your fearless investigation into the Banca Nazionale
- de Lavoro affair for many months. Your challenge from the floor
- of the House of Representatives to those in the executive branch
- and its supporters in the Congress who attempted to use, and
- abuse, claims of national security to silence you, has shown
- dramatically how these false claims are used to conceal the
- truth, not from enemies of the United States but from the
- American people themselves and to keep officeholders from being
- called to account for failures of policy or violations of law.
- Since the national security, in its truest sense, can only mean
- the security of the individual citizen in his or her poltical and
- civil rights under the Constitution and the laws of the United
- States, your words and actions, in this matter as in many others
- during your public life, make you a Defender of the True National
- Security of the United States. The Association of National
- Security Alumni, recognizing this, is pleased to present its
- first annual Defender of True National Security award to you and
- is honored that you accept."

- The Association of National Security Alumni is an organization of
- former members of the CIA, the Drug Enforcement administration,
- the FBI, the NSA, as well as people coming from military
- intelligence, all with the common objective of opposing excesive
- secrecy and the use of covert operations in the implementation of
- foreign policy. We deal principally with issues of policy
- involving the national security apparatus and follow in depth
- Congressional hearings and activities that don't often get
- touched upon in the press.
