  18. THE HONORABLE HENRY B.GONZALEZ

  20. At its executive board meeting on September 27 in Boulder, 
  21. Colorado, the Association of National Security Alumni voted to 
  22. establish an annual award to honor that individual who, in the 
  23. past year, has done most to protect and preserve the security of 
  24. our country and its citizens. The award, named the Defender of 
  25. True National Security Award, will be given this year to 
  26. Congressman Henry B. Gonzalez of Texas.

  28. In its letter to Gonzalez informing him of the award the 
  29. Assocation stated: "Mr. Gonzalez, the Association has been 
  30. reporting on your fearless investigation into the Banca Nazionale 
  31. de Lavoro affair for many months. Your challenge from the floor 
  32. of the House of Representatives to those in the executive branch 
  33. and its supporters in the Congress who attempted to use, and 
  34. abuse, claims of national security to silence you, has shown 
  35. dramatically how these false claims are used to conceal the 
  36. truth, not from enemies of the United States but from the 
  37. American people themselves and to keep officeholders from being 
  38. called to account for failures of policy or violations of law. 
  39. Since the national security, in its truest sense, can only mean 
  40. the security of the individual citizen in his or her poltical and 
  41. civil rights under the Constitution and the laws of the United 
  42. States, your words and actions, in this matter as in many others 
  43. during your public life, make you a Defender of the True National 
  44. Security of the United States. The Association of National 
  45. Security Alumni, recognizing this, is pleased to present its 
  46. first annual Defender of True National Security award to you and 
  47. is honored that you accept."

  53. former members of the CIA, the Drug Enforcement administration, 
  54. the FBI, the NSA, as well as people coming from military 
  55. intelligence, all with the common objective of opposing excesive 
  56. secrecy and the use of covert operations in the implementation of 
  57. foreign policy. We deal principally with issues of policy 
  58. involving the national security apparatus and follow in depth 
  59. Congressional hearings and activities that don't often get 
  60. touched upon in the press.
