  42. While I agree that the 710 should be completed, the only traffic it will
  43. help will be the current surface street traffic thru Alhambra and
  44. South Pasadena.  If you've ever driven on the 210 between the stub of the
  45. 710 in Pasadena and the 605 during rush hour, you'll know that the traffic
  46. is just as bad as it is on the 10.  All the 710 will do is move the
  47. surface street congestion onto freeways - it will not do anything
  48. to reduce current freeway congestion.
