  11. Suggest you work with county to create overlays of ALL industry against 
  12. the drainage systems and natural water tables and then test combinations 
  13. of water and air (using LIDAR) in vicinity of each facility to monitor 
  14. environment. Many agancies have tools and labs available but lack 
  15. sufficient field staff to do reasonable job of monitoring environment, 
  16. they hardly have time to track the major and obvious offendors..and 
  17. yet MUCH of the damage and polution comes from individuals and small 
  18. businesses, not just from large industry... good monitoring could 
  19. find these individuals with cluster analysis and discriminant analysis...

  21. If precedents fo citizens volunteering to monitor could be set... 
  22. then we soon might have enouhg data to make meaninginful conclusions...
