I also use SPARC to make dist.fs disk. I am typing

 % fdformat   <- only if it has not been formated.
 % dd if=dist.fs of=/dev/rfd0c bs=9k

for creating dist.fs. (Manual page for "dd" might be helpful for you.)
It seems to me that you use DOS-formatted floppy.
