  12. I am trying to use gettimeofday(2) in a program.  However,
  13. contrary to how I understand the manpages the time being returned
  14. is 13 hours behind the time that the date(1) command reports.
  15. Why is this?  Is the system set up incorrectly here, or is there
  16. a bug in the command?
