  17. This is most likely a security feature.  The delay is inserted after
  18. incorrect logins under the assumptions that:
  19.     *    legitimate users won't mistype their passwords very
  20.         often, and
  21.     *    crackers will be easier to catch if they are on longer,
  22.         and the delay after incorrect attempts will keep them on
  23.         longer.

  25. There are probably more reasons...  If it's not a security feature, then
  26. it's just slow ;-).
