  16. I agree that having **only** an international locale would be a
  17. disservice to many people. However such a locale would perform a very
  18. valuable function. Namely establishing a base from which many locales
  19. can be derived by a small set of changes. For instance a Spanish
  20. locale is almost identical to a French locale except for some changes
  21. to sorting and the spelling of the names of the months. I am assuming
  22. that an international locale would have ISO 10646 as its codeset. Both
  23. the French and Spanish would probably agree with the Japanese sorting
  24. rules for instance, as well as the various numeric sets of characters
  25. that are used in a number of languages. A full locale description
  26. appropriate to ISO 10646 will be very large. Most local locales will
  27. be small changes to it.

  29. There is another useful role that an international locale can play.
  30. The current definitions of locale do not carefully distinguish between
  31. two roles that locales play. One role is as a tag describing the
  32. contents of a file. The other role is as a user preference of how s/he
  33. wants to view the data. The codeset part of a locale is always a tag.
  34. The LC_MESSAGE category is always a user preference. Some of the other
  35. categories are sometimes a tag and sometimes a preference. These two
  36. roles must be separated. One way of treating an international locale
  37. is that it is always the stored form of the file. All other locales
  38. should be interpretted as user preferences.
