- In many (most?) cases they cannot, because the company has announced a new
- release with new features, and the deadline has been set. In the bad companies,
- this has been done by a salesman promising something to a customer before
- checking with the developers. In others, this is done by overriding the same
- developers. In the remainder, this is done by the usual delays in the
- development.
