- most certainly ASCII flat files. And you don't have to "justify" anything,
- just sign a source license agreement, and pay about $2200.

- I'm not sure what you mean by "machine-readable copy", but the listings
- CD-ROM is certainly machine-readable, printable on a straight text printer,
- SEARCHable, etc.
