- No, it's actually MAIL that's exhibiting the restriction. In particular, when
- MAIL attempts to SPAWN a subprocess, the fact that it's being run from a
- captive procedure is noted and MAIL returns an error message.

- If you're using an old enough version of VMS that MAIL is a privileged image
- (or if you're using a product that required you to install mail with privs, or
- if your system manager has, e.g., installed MAIL with, e.g., exquota), then
- you're going to have to install the image in order for mail to map and run it.
