  22. No, it's actually MAIL that's exhibiting the restriction.  In particular, when
  23. MAIL attempts to SPAWN a subprocess, the fact that it's being run from a
  24. captive procedure is noted and MAIL returns an error message.

  31. If you're using an old enough version of VMS that MAIL is a privileged image
  32. (or if you're using a product that required you to install mail with privs, or
  33. if your system manager has, e.g., installed MAIL with, e.g., exquota), then
  34. you're going to have to install the image in order for mail to map and run it.
