  19. File services are implemented at the MS-DOS file system redirector level.

  21. Disk services are implemented at the PC BIOS disk function call level. From
  22. MS-DOS's point of view, anything that it accesses via the BIOS disk function
  23. calls are locally connected disks.

  25. That's why you can "CHKDSK", "FORMAT" and a number of other things on
  26. a disk service drive, but not a file service drive.
