  19. Under DECwindows Motif, the Pause screen function is handled by a 
  20. separate image (DECW$PAUSESCREEN.EXE in SYS$SYSTEM I think).  I expect
  21. that if you put an ACL on it to prevent people from executing it they
  22. would be prevented from pausing the screen.
