- Under DECwindows Motif, the Pause screen function is handled by a
- separate image (DECW$PAUSESCREEN.EXE in SYS$SYSTEM I think). I expect
- that if you put an ACL on it to prevent people from executing it they
- would be prevented from pausing the screen.
