  19. This sounds like you don't have Elm and your MTA set to use the same locking
  20. protocol.  This can cause this to happen.  In 2.3 the only locking protocols
  21. Elm uses are .lock and flock.  In 2.4 we support fcntl (lockf) as well as
  22. flock.
