- Information privacy is increasingly recognized as a
- critical issue with very difficult problems and divergent
- viewpoints. This presentation will include an update on the
- status of the EC Privacy Directive and will provide an important
- foundation for the card technology presentations and work
- group meetings that follow.

- Card Technology Forum

- This presentation and discussion will consider the
- growing (and unresolved) legal-technical issues in card
- technologies. Forget about "signatures" - - "smart cards" and
- optical cards are geared to become commonplace (and often
- mandatory) as authenticators and record keepers, respectively,
- for diverse business and government purposes. For example,
- patient health records are being placed on "portable data
- carriers" (optical cards), Denmark will launch the first nation-
- wide smart card for users to make phone calls, pay for public
- transportation, laundries, vending machines and parking
- meters; smart cards are anticipated to be mandatory for
- S.W.I.F.T. usage from the first quarter of 1994; universities are
- issuing smart cards as student IDs; corporate ID cards are
- moving towards smart cards; material data safety information
- is capable of transfer via cards; bank cards in France use
- microchips rather than magnetic stripes; and health insurance
- and HMOs have ambitious plans to introduce smart and optical
- card technologies.

- and Authentication Requirements with Today's Technology

- This presentation and discussion will consider legal
- approaches to the development of workable rules for
- authentication and the accomodation of signature attributes
- within an electronic commerce environment. This session will
- consider and seek to integrate the pertinent formalistic and
- evidentiary issues. Special consideration will be given to the
- requirements of global data networks and open systems and
- open trading environments. Additionally, attention will be
- given to security requirements within Financial EDI
- applications.

- morning's discussion with respect to development of proposed
- paradigms to define better requirements for "reasonable
- security procedures," with a focus on information security
- techniques and procedures.

- privacy, confidentiality and security issues regarding claims
- processing and patient records.

- Note: The Judicial EDI Committee will be meeting during
- the ABA Winter Meeting on Sunday, February 10, 1993. A
