  26. Based on the flyer SNET sent me with my bill, it appears that people
  27. who need Flat Rate Calling to adjoining exchanges are going to have
  28. their bills doubled. HCA appears to only cover your own local
  29. exchange, in my case, Cheshire. That means you have to subscribe to
  30. ECA to get at least the Flat Calling area you used to have. This means
  31. my Flat rate would go from $11.19 to $25.65, just so I can maintain
  32. Flat Rate to the adjoining town. Thats more than DOUBLE! While its
  33. true that ECA is supposed to give you a wider Flat Rate calling area,
  34. SNET has not been to public about just how far an ECA each exchange
  35. will get.
