- Whenever my parents [in Ohio] call their relatives in their home town
- in Italy during the holidays they get an "All circuits busy" very
- frequently. If they call other relatives elsewhere in Italy, they get
- through almost always. I believe this happens because there are a lot
- of people near where my parents live who call relatives in that same
- town. So, it seems to be more than just more incoming lines to a
- given country.
