  15.    The release notes for 9.1 also say that "If a router is configured
  16.    for BGP and no BGP neighbors are active, ... then excessive memory
  17.    utilization will occur.  The workaround is to configure at least
  18.    one BGP peer and to insure that is becomes active.  This caveat was
  19.    introduced in 9.0(2). Hmmmm.  Will an Internal BGP connection be
  20.    satisfactory?
