  13. On the pad = on the take, taking bribes etc.  Like in the gangster movies
  14.              the bad guys had a list of officials who were in their pockets,
  15.              hence "pad" or list of.  My grandfather was a Chicago cop and
  16.              used this expression when speaking of his experiences during
