I have had a similar problem loading a user dictionary--the menu just
won't do it.  Being of a persistent nature, I've sat there and gone through
the menu procedure four or five times with no luck at all.  Only the action
line works.  Rather than waste an extravagant amount of time fooling around
with something that doesn't work, I've simply edited my keyboard file.
Alt-D now sends the appropriate command to the action line and returns me
to my document once the dictionary is loaded--no fuss, no bother.
