- Maybe the weapons confiscated in Somalia should be sent to Bosnia to
- help "level the playing field." (Americans like sports metaphors.)

- Incidentally, I agree the the problems in Somalia will, I regret to say,
- probably reappear with the removal of outside influence. Although few
- would argue for reappearance of Soviet power outside their borders, it
- is true that that power surpressed ethnic rivalries.
- The reappearance of these ethnic rivalries has given the world a new
- type of disorder.

- Unfortunately, those who control by power and force and violence are
- seldom persuaded to change their behavior except in the face of superior
- force. Perhaps the world can find different ways to persuade them to
- use their power to feed people rather than to kill them.
