  14. How does a list come about? Who is a "list owner"? Do they actually "own" a
  15. list? Are they moderators?Who must okay the start of a new list?Where is a
  16. new list placed? How is an owner chosen? What are his/her responsibilities?
  17. I've been thinking about all these terms and trying to come up with an answer.
