- Awhile back Craig Howley posed the following question:

- fictitous "local autonomy"? A cherished tradition of injustice?

- Local autonomy, or local control, perplexes me. What does it
- mean? Is it good? Is it bad? The questions are old, but I
- haven't heard any really good answers. Maybe some of you could
- help out. To provide a concrete policy context I offer the
- following example.

- Recently a NY BOCES (intermediary school district, the
- county superintendency) superintendent retired with a
- $960,000 severence package and with a possible annual
- pension of $300,000. (Merry Christmas!!!!) People
- in the State Ed. Dept. are looking into the legality
- of the arrangement. On the surface it appears legal,
- if astonishing.

- A former NY State school administrator wrote an editorial
- claiming that the BOCES (or county superintendency)
- constitutes a virtually autonomous empire due to being
- unaccountable to any direct local oversight. Neither
- the BOCES board nor the BOCES budget is voted on or
- scrutinized locally. The one-step remove of the BOCES
- and the obscure manner of funding creates a situation ripe
- for abuse. BOCES are also significantly funded locally, so
- State level accountability may also be diminished.

- So, the suggestion seems to be that, despite the cranky,
- ill-informed, poorly attended public involvement in the
- governance of public grade schools; such local involvement,
- or "control," can prevent the sorts of abuse this BOCES
- superintendent's retirement package indicates. (Or if not
- prevent, at least diminish the scope or likelihood.)
