  15. Since the Christmas holiday period is officially a university
  16. holiday, staff who work are volunteers and are paid at our overtime rate
  17. to work. We usually have more than enough volunteers and have to ration
  18. the available hours in a fair way to all who are interested.  This works
  19. for us.  I would not want to have to spend the time training other staff
  20. to cover public service - it just wouldn't be worth the time.
