  15. Aldo de Moor's recent posting aptly expressed what I imagine must be the
  16. anguish many thoughtful residents of the EC are presently feeling. One has
  17. to wonder how much of a "community" the EC really is. And if all those
  18. thinking and feeling Europeans like Aldo have to wait until the
  19. representatives of their respective national governments take action in
  20. the Yugoslavian situation, it looks like they (along with all the innocent
  21. victims of this mindless violence) will wait a long time. So my question
  22. is this:

  24. Is there any non-governmental action Europeans are thinking of taking at
  25. this time? Could such action be organized? What appropriate form could it
  26. take? I would hope that more extensive humanitarian aid to victims could
  27. be undertaken by individual citizens independent of their governments. And
  28. I suspect it already has, but we in North America learn little about that
  29. sort of thing from our media.

  31. In any case, it appears that the governments of existing nation states (or
  32. their collective efforts under a UN umbrella) are unequal to the task. So
  33. are there any municipalities, city councils, village or town councils that
  34. perceive themselves members of the EC to the degree that they want to
  35. respond to the threat to municipalities or towns in Bosnia? In short, is
  36. there a mayor of a city somewhere in the EC willing to organize his
  37. governmental unit for an effort to end the violence, in the absence of
  38. such efforts by his national government?

  40. If there is any such "grass roots" effort going on in the EC, I invite
  41. netters to tell the rest of us.
