- It still hasn't been established whether that 770000 number is boardings,
- or trips. Most transit agencies just count boardings. MTC has counted
- both in their studies. So if you pay a fare and transfer twice, you
- are counted three times. Same with a monthly pass.

- This is the easiest way for the agencies to do this. Some think this
- is manipulating statistics, but that isn't the purpose. It would be
- very difficult to count any other way, short of asking riders whether
- they had been counted yet today.
