  33. It still hasn't been established whether that 770000 number is boardings,
  34. or trips.  Most transit agencies just count boardings.  MTC has counted
  35. both in their studies.  So if you pay a fare and transfer twice, you
  36. are counted three times.  Same with a monthly pass.

  38. This is the easiest way for the agencies to do this.  Some think this
  39. is manipulating statistics, but that isn't the purpose.  It would be
  40. very difficult to count any other way, short of asking riders whether
  41. they had been counted yet today.
