  19.     State Den. Teel Bivins, R-Amarillo, has filed bills to ensure local
  20.     control of ground water and allow caller identification services. The 
  21.     proposals will be considered when the Legislature meets in January.
  22.     Bivins said he wants to reverse and attorney general's ruling that
  23.     gave Texas Water Commission authority to regulate ground water. He
  24.     also wants to reverse the Public Utility Commission's prohibition
  25.     against caller ID, which allows people to see the phone number of 
  26.     incoming calls.
