  24. Pre-school.... I mean they are optional... Some parents with one way
  25. of value system might believe it is best to start their children at
  26. an early age...so they will send their kids to the pre-school class.
  27. They have that option.  Those who want to send their kids at a later
  28. age will send their children when they see fit or they may even opted
  29. out of sending their children period.......
